The first initiative was began by Ado and Margi Paglinawan with the first Christian Life Program in September of 1986 in Springfield VA attended by twelve Catholic Charismatic leader couples in the Maryland-Virginia-District of Columbia area. The couple joined Ligaya in 1981 and brought the charism following Ado's assignment to the Philippine Embassy in Washington DC after the EDSA revolution. Subsequently, the Paglinawans actively participated in all Charismatic functions nationwide networking for a fertile ground for future CFC leaders. The couple also organized three missions of Lito and Edith Urgino, in 1988, 1990 and 1992 to help beef up CFC in the United States.
The second initiative was led by CFC Philippines Jun Tan who organized a Christian Life Program in Los Angeles, California in 1987 assisted by some CFC members from Manila who also migrated to the West Coast. The CLPs soon grew at a feverish pitch in Southern California taking advantage of the rich Filipino constituency in that state.
The third initiative was born out of Ligaya's collaboration with The People of Hope Community in New Jersey under a loose association of worldwide covenant communities called Sword of the Spirit. People of Hope also adopted CFC in 1988 basically as an outreach level of the Marriage in the Holy Spirit series. A couple of years after, People of Hope sent Gregory Floyd to head its first CFC missionary couple to Ireland, as CFC members had also began to mushroom in the Filipino-rich states of New Jersey and New York.
The work of consolidation began with Rouquel Ponte and Frank Padilla staging various dialogs with CFC groups in the United States. But as the situation began to normalize, CFC Manila appointed Lito Urgino as USA country coordinator. Together with Edith Urgino, the couple logically settled first in Los Angeles where the largest number of CFCs lived before deciding to move permanently to Alexandria, Virginia. When Lito and Edith Urgino resigned in 2002 to form their own community, Frank Padilla took over as the new country coordinator, a capacity he still presently holds.
Today, the CFCFFLUSA National Council is composed of Nani Almanza (Northwest), Edwin Andrews (Southwest), Manny Hermano (North Central), Jun Villamayor (South Central), Joe de Leon (North East), Ado Paglinawan (Mid-Atlantic to Southeast), and Mike Quiray (Family Ministries). Almanza serves as national director.
